There are several challenges and opportunities facing the
district and the Commonwealth.  Summarized below are
some of the issues and Tom’s position on them.

EDUCATION

Tom believes that every child deserves a quality public
school education, Pre-K through 16.  He understands the
direct relationship between learning and earning.  He
views education as the key ingredient to a healthy economy
and the creation of good jobs.  Tom envisions an
educational system that raises aspirations, ensures
access, values lifelong learning, promotes self sufficiency
and community participation.

ECONOMIC DEVELOPMENT

In order to ensure increases in State Aid to the District,
Massachusetts must become a leader in new technology
development ranging from high-tech to bio-tech and
alternative energy.  The development of new industries will
result in the creation of good jobs, further investment in
infrastructure and public education.  Tom has got a proven
track record for unifying people in support of a common
vision.  That type of leadership is needed in order to
promote economic development opportunities to
Massachusetts.

RENEWABLE ENERGY

Tom believes that the development of clean, renewable
energy has multiple benefits for the environment, our
economy and for the quality of life enjoyed by our citizens.  
He will work to streamline the permitting process, and to
create tax incentives for project developers and host
communities who take up the challenge.

AFFORDABLE HOUSING

Tom and Patty Calter’s first home was in Hillcrest Mobile
Park in Rockland, Massachusetts.  He believes that every
hard working family should be able to afford housing.  Our
children, our seniors and our less fortunate citizens must
have a clean road map which enables them to achieve the
American dream of home ownership.  State Government
can and should facilitate access to affordable housing and
provide incentives to cities and towns who make affordable
housing a priority.
